No-one from Turtle Bay On Panel

The 9th local Civil Court District screening panel did NOT have a panelist designated by the "CEO" of the Turtle Bay Assn., as previously reported.

Who Are Those "2/4" Judicial Candidates?

Under the current New York County Democratic Party's rules, applicants who wish to be considered for (County-wide) judgeships may not apply to a screening panel if they were "reported out" twice in the previous four consecutive years (not counting any year in which there were re-elections, but no real "open" seats). This recent rule, which many consider to have undermined the "most highly qualified" designation, has up to now caused a plethora of candidates to be eligible for each vacancy instead of the three most highly qualified (of all the applicants) per vacancy.

This year, the "2/4" candidates are: Lucy Billings, Laura Drager, Cynthia Kern, Saliann Scarpulla, and Faviola Soto (who said she isn't interested in Supreme Court and loves being a Court of Claims judge).

Comptroller's Report on the Bronx P.A.

Recently the City's Comptroller issued a report highly critical of The Bronx County Public Administrator's office. But that was of the olde Public Administrator, and it unfairly tarred the new P.A., Bonnie Brooke Gould. Gould, the former law clerk to Justice Martin Schoenfeld, was brought in as the new Bronx P.A. last September to clean things up. She has already instituted some sweeping changes especially in accountability, and has brought on board three experienced counsel for the office (replacing former counsel Michael Lippmann): John Reddy, Mark Levy, and Jay Ziffer.
